The strategy sets out tangible goals within three main themes: rule of law; policy and trend analysis; and human security (prevention, treatment and reintegration, and alternative development) which are further elaborated as 14 result areas and 53 results. A clear and common understanding about how UNODC can best assist Member States to control drugs, prevent crime and terrorism is essential for achieving shared objectives, maximizing available resources and building security and justice for all.
Since UNODC's main task is to help States meet the objectives they set for themselves in line with their international obligations, a strong emphasis is put on knowledge and capacity-building. Correspondingly, the Office also focuses on devolution of operational authority to field offices across the world as well as a results based approach to management.
